Enterprise Governance is the set of responsibilities and accountabilities across an entire organisation to fulfil its obligations with roles and job-descriptions. It may often also be interpreted as the Corporate Governance in and end-to-end perspective, meaning that not only the executive management, but also the job roles of middle management and specialist functions are covered.

With Enterprise Governance you explicitly outline who is in charge of what like a system of rules, practices and supporting systems and processes.
